EU leaders urge Serbia and Kosovo to move towards normalization of their relations

European Union leaders on Thursday urged Serbia and Kosovo to make progress towards normalization of their relations within the framework of the dialogue facilitated by the European Union, insisting on the fulfillment of agreements reached so far, including the establishment of Serbian communities in Kosovo.

According to the conclusions of the European leaders after a brief discussion at Thursday’s summit, there is an «urgent need» for Belgrade and Pristina to cease hostilities and commit to the dialogue mediated by the EU High Representative for Foreign Policy, Josep Borrell, to take steps towards the normalization of their neighborly relationship.

They urge both sides to implement «fully and unconditionally» the obligations undertaken in the framework of the dialogue, including the agreements to create the community of Serb-majority municipalities, which Kosovo has so far resisted and which this week Prime Minister Albin Kurti has made conditional on a full agreement with Serbia.

In any case, the EU heads of state and government welcome the European proposal to relaunch the dialogue, insisting that it is a «historic opportunity» that Belgrade and Pristina must seize «with an eye to realizing their European prospects».

The EU put on the table a new proposal to achieve progress in the negotiations, an approach that has the support of France and Germany and seeks to unblock the dialogue between Serbia and its former province and move towards a final agreement. The European diplomacy hopes to channel the talks to achieve a pact after a decade of negotiations between Belgrade and Pristina, and thus create a new dynamic in the relations that will lower the continuous tensions that emerge in the north of Kosovo.
