Thousands of people have come out to protest in the streets of the Peruvian capital, Lima, to ask the country’s Judiciary for a new Constitution and the closure of Congress, showing their support for the government of Pedro Castillo.

Specifically, unions and organizations have come to the demonstration called ‘The taking of Lima’ to show their rejection to the presidential vacancies promoted by the Parliament, presided by the right-wing José Williams Zapata, and to support the governability of the country, the radio station RPP has reported.

The call has taken place in the midst of a controversy generated after the proposal of the Executive to propose the annulment of a law that limits the question of confidence of the Government.

This prerogative allows the Parliament to make effective the political responsibility of the Council of Ministers, or of the ministers separately, which in the last months has led to the resignation of many government ministers.

However, the president of the Peruvian Congress has rejected the measure, accusing Pedro Castillo’s Council of Ministers of trying to shut down the Parliament.

«I believe, and I say this on behalf of the Board of Directors, that this is a provocation by the Executive, one more provocation by the Executive in the situation in which it finds itself: worried, desperate, resorting to situations like this, as well as that of the Organization of American States (OAS), where it discredits the State», Zapata said on Wednesday in statements to the aforementioned radio station.

«What I believe is that the Executive intends to confront the Congress of the Republic, and that the Executive intends to close the Congress of the Republic (…). To revise this law, which is constitutional, would rather break the balance of powers», she added.

The Peruvian Prime Minister, Anibal Torres, has announced this Thursday that he will definitely present a new request to reform the motion of confidence, despite the fact that the head of the Chamber, Jose Williams, has rejected it.

The initiative of the head of Government seeks that the Legislative enters to debate a project promoted by the Executive for the repeal of the regulation on the question of confidence, a mechanism of which the opposition has made use on countless occasions since the inauguration of the President of the country, Pedro Castillo, back in July 2021.

This, added to the strong opposition to the Government in the Legislative Chamber and the up to six open cases against the Peruvian President by the Public Prosecutor’s Office, has led to the establishment of ungovernability and the slow erosion of the Peruvian State.
