Civilian coalition FFC announces ‘framework agreement’ with the Army for the transition process in Sudan

The civilian coalition Forces for Freedom and Change (FFC), one of the main groups behind the demonstrations that ended with the 2019 ouster from power of the then president, Omar Hassan al Bashir, have announced a ‘framework agreement’ with the Army to try to resolve the crisis stemming from the October 2022 coup d’état.

The Central Council of the CFC has unveiled a two-phase process to achieve a «credible and transparent» path to «put an end to the coup and its effects and complete the tasks of the glorious December Revolution», referring to the popular uprising against al-Bashir.

Thus, the leader of the Sudan People’s Liberation Movement-North (SPLM-N), Yasir Arman, has stressed in statements granted to the Sudanese news portal Sudan Tribune, that the objective is to ensure the participation of the «revolutionary forces» and to assemble a coalition to support the necessary reforms.

«The ‘framework agreement’ includes all the necessary mechanisms to put an end to the coup and establish a democratic civil authority», he said, before assuring that this agreement «will be signed in ten days» and adding that «the second phase involves the development of the agreement with the participation of a broad sector of the public and the revolutionary forces».

This implementation will revolve around four main areas, which include those of transitional justice, reform of the security apparatus and the army, the peace agreement with the rebel groups of October 2020 and the completion of the process of «dismantling» the Al Bashir regime.

The confirmation of this ‘framework agreement’ comes three days after the army chief and president of the Sovereign Transitional Council, Abdelfattah al Burhan, pointed to an «understanding» with the FFC in order to pave the way for a transfer of power to civilian authorities.

Al Burhan led in October 2021 a new coup d’état that overthrew the transitional Prime Minister, Abdullah Hamdok, appointed after an agreement between the previous military junta, which emerged after the 2019 coup against Al Bashir, and various civilian organizations and opposition political formations.

This government had initiated a series of social and economic reforms and has reached a peace agreement with important rebel groups in Darfur and other areas of the country, although the process was slowed down by the new uprising, criticized by the opposition and the international community.
