Pedro Castillo arrives in Chile to meet with Boric after being unable to go to Mexico due to congressional blockade

Peruvian President Pedro Castillo arrived in Santiago de Chile on Monday to meet with Chilean President Gabriel Boric, following the Peruvian Congress’ blocking of a trip to Mexico last week to attend the Pacific Alliance meeting.

During his trip to Chile, Castillo plans to attend a meeting of the Peru-Chile Business Council, as well as the fourth Binational Cabinet between both States, where his Chilean counterpart will also be present, the Presidency of Peru has informed.

This Tuesday there will be a ceremony of welcome and greeting by Boric to his Peruvian counterpart at the Palacio de La Moneda, all accompanied by their respective foreign ministers and ambassadors.

Subsequently, a ceremony will be held to sign the Joint Declaration and the Agreements of the Presidential Meeting and the fourth Binational Cabinet, followed by a ceremony to commemorate the 200 years of diplomatic relations between Peru and Chile.

The Binational Cabinet with Chile is the highest political-diplomatic instance of the bilateral relationship and allows promoting cooperation in different areas, for the benefit of the populations of both nations, especially in border areas.

To date, three binational cabinets have been held, the first one was in Lima (2017), then in Santiago (2018) and the last one in Paracas (2019). With the IV Binational Cabinet in Santiago, this meeting, suspended due to the COVID-19 pandemic, is resumed.

The trip takes place after last week the Peruvian president could not go to Mexico to receive the Presidency of the Pacific Alliance, due to the fact that the country’s Congress -which has the constitutional power to block the president’s trips abroad- blocked the visit.

The Executive of Castillo has expressed its opposition to the resolutions of the Parliament, since it considers that every time the President is prohibited from attending an international meeting, it does not harm the President, «but the foreign and humanitarian policy that is sought to be strengthened with the cooperation».
