EU announces agreement between Kosovo and Serbia over tuition crisis

The High Representative of the European Union for Foreign Policy, Josep Borrell, announced Wednesday an agreement between Kosovo and Serbia to solve the crisis opened by the controversial rule to impose Kosovar license plates to Serbian communities.

«Serbia will stop issuing license plates with the denominations of Kosovo cities and Kosovo will stop further actions related to the re-registration of vehicles,» Borrell said in a statement.

In this regard, the head of European diplomacy has informed that the EU will invite «in the coming days» the parties to discuss the next steps towards a full normalization of diplomatic relations between Kosovo and the government of Serbian President Aleksandar Vucic.

Following Borrell’s announcement, Kosovo’s Deputy Prime Minister Besnik Bislim said on his Twitter profile that, regardless of the agreement, «intensive» talks should continue within the framework of the EU proposal, supported by Germany and France.

Serbia and Kosovo ended Monday without agreement at a high-level meeting organized in Brussels to resolve the crisis opened by the controversial rule to impose Kosovar license plates to Serbian communities, after Pristina had rejected a proposal of the European Union to achieve a rapprochement.

Kosovar Prime Minister Albin Kurti announced on Monday night that he was postponing the application of fines for Serb residents in the region who have not registered their vehicles, an extension of 48 hours that was used by the EU to give a boost to negotiations between the parties.

For weeks, European diplomacy has been asking Pristina to show flexibility with the rule and to commit itself to the creation of a community of Kosovo Serb municipalities, agreed upon in the Brussels Dialogue, while Belgrade was demanded the return of the Kosovo Serbs to the institutions after their block resignation from positions as deputies, mayors and civil servants of all fields.
