
The Subcommittee on Constitutional Accusations of the Peruvian Congress (SAC) has approved a report recommending the Andean Parliament to disqualify for 10 years the congressman Freddy Diaz, accused of raping a female employee of the chamber in the parliamentary seat itself.
«It has been proven that the denounced congressman misused his power as a congressman and his investiture to have sexual relations and drink liquor with a female worker under his charge, causing psychological damage to her using the facilities and public resources assigned to him by the Congress», states the report prepared by the SAC and reported by ‘La República’.
The document, which has been approved unanimously with 19 votes in favor, has been described as «emblematic» by the parliamentarian Susel Paredes, of the Partido Morado.
Once the final report has been approved in the SAC, the document must be ratified by the Permanent Commission and the full Congress. Then, in order for the disqualification to be effective, the vote in favor of two thirds of the Congress is required.
Freddy Díaz, a member of the Alianza para el Progreso party, allegedly committed a crime of sexual violence by taking advantage of the female parliamentary worker when she was drunk to force her to have sexual relations.
According to the newspaper ‘El Comercio’, the complainant reported that she was drinking alcohol with the congressman while they were talking about work issues. After that, taking advantage of her unconsciousness, the congressman allegedly committed the rape.
