US authorizes transactions with sanctioned Russian companies to ensure aviation safety

The U.S. authorities reported Monday that they have proceeded to authorize transactions with some Russian companies affected by the sanctions imposed by Washington against the country because of the invasion of Ukraine in order to ensure air safety.

In a statement, the Treasury Department’s Office of Foreign Assets Control (OFAC) said that the general license authorizes «certain transactions with sanctioned entities,» including Emperor Aviation.

These companies, the text highlights, are «necessary for the supply, export or import of goods, technology or services to ensure the safety of civil aviation».

This exemption applies only if the aircraft are registered exclusively outside Russian territory and if the goods in question are specifically intended for civil aviation.

Last week, the Treasury Department also authorized its citizens to engage in transactions necessary to further the work of Russia’s diplomatic and consular missions in the country.

However, the Treasury then clarified that this does not permit transactions «prohibited under the Russian Harmful Activities Sanctions Act, which includes transactions to any person who has been placed on the (sanctions) list unless independently authorized.»

Sanctions imposed by the U.S. government on entities and individuals connected to the Russian government since the start of the invasion of Ukraine in late February have made it difficult to replenish military hardware and put increasing pressure on Moscow to end the war.
