The president of the Peruvian Congress, José Williams, has distanced himself from the Executive’s proposal and has opted for the Prime Minister, Alberto Otárola, who should replace the head of state, Dina Boluarte, when she is absent due to trips abroad.
Williams has stated that the measure proposed by Boluarte and her Executive «is not convenient» and has remarked the importance of prioritizing the guarantees of the separation of powers, as reported by the Peruvian radio station RPP.
The head of the Legislative has recognized the complicated situation faced by Peru, which does not have a Vice President. However, he pointed out that the person who should replace the head of state when he is absent should be «someone from the same Cabinet».
«I believe that the independence of powers is a very important value for democracy. The powers walk each one through the sphere that corresponds to them (…) There can be no transposition of powers or someone who is going to pass over the other», he has asserted.
The Peruvian Executive has presented this week a proposal for the President of the Parliament to be in charge of taking the reins of the Head of State in those situations in which the Andean President is abroad.
The proposal has aroused criticism from part of the political spectrum, which warns that the independence of powers would be violated. The formations that used to be the opposition of former President Pedro Castillo -such as Fuerza Popular or Renovación Popular- have shown themselves in favor of it.
