The pro-Russian governor of the Donetsk region, Denis Pushulin, has reported that in order to mobilize citizenship in the territory, residents of fighting age are allowed to leave the region for other places in Russia.
Pushilin emphasized that «there is no mobilization in the (self-proclaimed) Donetsk People’s Republic», so he does not see any legal contradiction for those persons of conscription age to cross the borders to the Russian territory.
Last week, the pro-Russian governor announced that the new mobilizations would be carried out in accordance with the decrees signed in Russia. The region is annexed after Russian President Vladimir Putin announced it in September following referendums not recognized by the international community.
The Donetsk People’s Republic started partial mobilization in mid-February, a few days before the outbreak of the war in Ukraine, as recalled by the Russian news agency TASS.
