
The Permanent Council of the Organization of American States (OAS) has called on the Peruvian authorities to convene general elections as soon as possible and ensure governability, appealing to the current situation facing the country.
Specifically, the permanent mission of the OAS in Peru has urged Peru’s institutions to «ensure democratic institutionality and governance through the prompt holding of fair, free and transparent general elections, with international electoral observation», as expressed in a communiqué signed by 24 countries of the region.
In this sense, the organization has stressed the importance of carrying out «an urgent state response» framed by «inter-American standards of necessity, legality, proportionality, reasonableness and other widely accepted standards».
It also called for the adoption of effective measures to ensure accountability for all acts of violence and destruction that have occurred in the country, and highlighted the decision of the Peruvian Executive to provide the necessary facilities to the Prosecutor’s Office to investigate, prosecute and punish those responsible for human rights violations.
Meanwhile, the signatory countries -including, among others, the United States, Chile, Mexico and Colombia- have shown their commitment to democracy, the rule of law in Peru and in the hemisphere, and their consternation for the acts of violence, as well as their repulsion for the disturbances that have left 58 dead.
«The OAS reiterates its call to all sectors of Peruvian society to respect the rights of assembly and protest, which must be exercised peacefully, and to resume dialogue and build consensus to overcome the current situation,» reads the letter.
Thus, the permanent mission of the organization in Peru has highlighted its concern both for the reports of excessive use of force and for the violations of academic spaces.
Peru is in the midst of a deep political crisis following the dismissal by Congress of former President Pedro Castillo, who announced on December 7 the dissolution of the Andean Parliament and the establishment of a government of exception.
Following the arrest of the former president, tens of thousands of people came out to protest in various parts of the country to demand the resignation of President Dina Boluarte, the dissolution of Congress and the urgent calling of presidential elections. Since then, more than 60 people have lost their lives in riots between demonstrators and security forces.
