Peruvian Congress approves the filing of a jurisdictional lawsuit against the Executive for the confidence issue

The Peruvian Congress has approved this Saturday to file an action of competence and precautionary measure against the Government appointed by Pedro Castillo before the Constitutional Court, to determine who is responsible for interpreting the motion of confidence.

The House has supported with 98 votes in favor, 10 against and four abstentions this decision in order to protect the «institutionality» of the Congress after the Peruvian president interpreted as an «express refusal of confidence» the refusal of the Bureau to the question of confidence presented by former Prime Minister Anibal Torres.

Congressmen José Balcazar Zelada (Perú Bicentenario) and Pasión Dávila (Bloque Magisterial), consulted by ‘La República’ have questioned that the Legislature would push for this demand of competence, while Arturo Alegría (Fuerza Popular) insisted on defending the institution «before any risk of closing the Congress».

The refusal of the Congress to support the proposal of the now former Prime Minister Aníbal Torres to reform the law of referendum calls, with which the Executive intended to repeal law 31399, a rule that since the beginning of 2022 hinders the calling of a popular vote, has generated the renewal of the group of ministers.
