
The former negotiator of the Colombian Government’s Peace Agreement with the extinct Revolutionary Armed Forces of Colombia (FARC), Humberto de la Calle, has assured this Monday that the good intentions of Gustavo Petro’s Government have not yet translated into progress for the implementation of the pact between the parties.
«Recurring violence threatens the implementation of the agreement (…). The increasingly frequent news of massacres in the regions (30 in this semester, according to Indepaz) and the significant increase in murders of social leaders in the new government», 50 percent more, according to the Ideas for Peace Foundation, he explained in a statement published on his Twitter profile.
De la Calle highlighted that, among the pending measures, is to appoint in the Presidency «a person responsible for leading the execution of the agreement and the articulation of the different entities in charge of its implementation».
She also stressed that the appointment of a director in the Agency for Reincorporation and Normalization is still pending, while showing her concern for the guidelines reflected in the National Development Plan of Petro’s government.
«In the bases published by this government there are six times fewer indicators. Nor do there seem to be indicators for most of the National Plans of the Comprehensive Rural Reform, which makes it impossible to measure their progress, nor for crops for licit use and alternative development, nor for the reincorporation of ex-combatants or to comply (with the victims). What governments don’t measure, they don’t do,» he argued.
Finally, he assured that the Integral National Program for the Substitution of Illicit Crops is «a major challenge for the new government». «It is urgent that Petro’s government produces a ‘road map’ to vigorously implement the program,» he said.
Despite this, De la Calle has explained that «we are not» unaware of «the good intentions of the new Government» and that there has been a significant increase in resources for the Ministry of Agriculture and rural sector agencies. «We simply make an invitation to move as soon as possible from words to action,» he concluded in the letter.
