
Representatives of the leftist party Perú Libre -formation of former President Pedro Castillo- have expressed their disagreement with the possibility that the President of Congress, José Williams, may remain in charge of the Presidency when the head of State, Dina Boluarte, is absent.
This proposal has been defended by the Executive Branch itself, which on Monday presented a project «with urgent character» so that Williams may act as President of the country in those moments when Boluarte is abroad.
After the dismissal and detention of former President Castillo, and with the promotion of Boluarte -until then his «number two»- to the Presidency, the Andean Vice-Presidency has been left vacant. This is why the Executive considers it necessary to assign Williams this role in order to «allow the functioning of the Presidency».
The Committee of Constitution and Regulations of the Peruvian Congress will vote this Tuesday afternoon (local time) on the Executive’s proposal, although it is true that representatives of political formations of the parliamentary left-wing spectrum have already shown their disapproval, as reported by RPP radio station.
Specifically, the congressman of Peru Libre Jaime Quito has shown his rejection to the proposal which, he says, intends to «temporarily hand over the powers of the presidential office to the current president of the coup-plotting Congress».
In the same line, his party colleague Silvana Robles has warned that the Executive would be violating the balance of powers with «vices of form and substance». «Mrs. Boluarte, assume with responsibility and coherence your position,» she has said on Twitter.
On the contrary, formations such as the ultra-conservative Renovación Popular or the ultra-right Fuerza Popular have supported Boluarte’s proposal, coinciding in her argument that a figure that performs the functions of president when the head of state is absent is necessary.
«The Constitution already establishes that when there are no vice presidents, the one who is in charge of the Presidency is the president of the Congress», has pointed out the congressman of Renovación Popular Alejandro Muñante, who serves as third vice president of the Parliament.
Martha Moyano, member of Fueza Popular and first vice-president of the Congress, remarked that the country is facing a «sui generis situation», in which Boluarte went from vice-president to head of State, leaving free the position of ‘number two’ and, therefore, with no one to represent her during her absence due to trips abroad.
«When the president has to do presidential actions (abroad), someone has to assume the office. The office cannot be assumed by a minister, who is a hired official. Then, to whom does it correspond? To the president of the Congress,» he has resolved.
