Peru’s Congress to consult experts on the possibility of its president replacing Boluarte

The Constitution and Regulations Committee of the Peruvian Congress has suspended the session scheduled for this Tuesday in which the bill proposed by the Government to entrust the presidential office to the head of Parliament when the head of State is abroad was to be debated.

The president of the committee, Hernando Guerra García, decided to suspend the debate after hearing opinions for and against the measure from the rest of the committee members, as reported by RPP radio station.

During the almost two hours of debate, several parliamentarians pointed out that it was advisable to leave the matter to constitutional experts who could object to the legality of the Executive’s proposal. Likewise, the members of the committee stressed that the final decision, after the verdict of the experts, would be taken by the Constitution and Regulations Committee itself.

The decision to leave the analysis of the proposal of the President of Peru, Dina Boluarte, comes one day after the Executive presented the proposal with «urgent character» to appoint the President of the Parliament, currently José Williams, as the person in charge of the Presidency when the President travels to another country.

This proposal takes place after the confrontations between the Congress and the previous Executive, the one presided by former President Pedro Castillo. Up to three times the Andean Parliament denied permission to Castillo to attend engagements abroad, alleging that he was being investigated by the Attorney General’s Office and that he was a flight risk.

Specifically, the Congress did not allow the former president to attend the investiture of Gustavo Petro in Colombia, nor to meet in Brussels with the president of the European Commission, Ursula von der Leyen; or with Pope Francis, in the Vatican. Nor was he allowed to go to Mexico to meet with his then counterpart Andrés Manuel López Obrador.

According to Article 102 of the Peruvian Constitution, the Congress has among its powers «to authorize the President of the Republic to leave the country», which is why Castillo had to request permission every time he wanted to travel out of the country.
