
The congresswoman of Cambio Democrático Ruth Luque has filed a constitutional complaint against the president of Peru, Dina Boluarte, and several ministers of her cabinet, for the twenty deaths caused by the repression of the security forces on the protests in favor of former president Pedro Castillo.
The text points out that Boluarte, as head of the State and of the Armed Forces, would have violated five articles of the Constitution, such as those of guaranteeing respect for life, Human Rights, or that of enforcing the laws.
Together with her, the former Prime Minister Pedro Angulo and his successor Alberto Otárola, and the current heads of the Interior, César Cervantes; and of Justice José Tello, who, according to Congresswoman Luque, «contributed in the perpetration of the illicit acts (…) by being part of the power apparatus», have also been denounced.
In this sense, Luque maintains that the four are directly responsible for having dominion and control of the decision making on the «intervention of the National Police and the Armed Forces» during the protests.
Luque also mentions in the complaint that Peruvian law prohibits the security forces from «firing indiscriminately» during the exercise of their duties, as the media showed during the operation in Ayacucho, where several people, some of whom were not participating in the protests, were killed by these actions of the Police and the Army.
