The Prime Minister of the Central African Republic, Felix Moloua, the president of the National Electoral Authority, Mathias Morouba, and the head of the United Nations mission (MINUSCA), Valentine Rugwabiza, have signed an agreement to ensure local elections in the country in 2023.
The so-called Comprehensive Plan for Securing Renewed Local Elections (PISE), signed on Tuesday in Bangui, is a «breakthrough» as well as an «essential tool» to create «the necessary synergies for inclusive and peaceful elections,» according to MINUSCA spokesman Vladimir Monteiro.
Rugwabiza, who is also the special representative of UN Secretary General António Guterres for the Central African Republic, has «a high level of commitment and determination from all national parties,» the UN mission said in a statement on Wednesday.
«MINUSCA’s mandate includes assisting the authorities to prepare and organize peaceful local elections in 2023 by offering good offices and providing security support and operational, logistical and, if appropriate, technical support,» it said on its official Twitter profile.
Citizens will cast their ballots for the first time since 1988 in local elections in which MINUSCA is expected to play a key role. In this regard, the UN mission held last week electoral awareness and civic education days in Bossangoa, Bria and Sam-Ouandja.
