The Peruvian National Police has requested from the Government an extraordinary allocation of 106 million soles (about 25.4 million euros) to cover the costs of the deployment to deal with the protests.
The figure is contained in a document dated December 14, one week after the dismissal of President Pedro Castillo, and also calls for the declaration of a state of emergency to contain the protests, which subsequently materialized.
«The head of the Economy Division of the PNP’s Administration Directorate states that the declaration of a state of emergency at the national level would result in the additional expense of S/106,372,450 corresponding to the thirty-day period,» the document, reported by the newspaper ‘La República’, indicates.
The text states that «the Executing Unit does not have available budgetary resources to finance the aforementioned additional expense». «For this reason, it respectfully suggests that the declaration of a state of emergency be managed with the corresponding budgetary allocation for its financing,» it says.
The text states that out of the total of 130,785 police officers in the country, 127,722 would receive a «30-day emergency zone bonus» to compensate for the suspension of the officers’ release hours.
«There is always a series of expenses. For example, when a personnel has to be assigned to another zone, the State has to cover their expenses and benefits», said the former vice-minister of Internal Order Ricardo Valdés, who, however, considers that it is an excessive expense and that a breakdown is missing, according to ‘La República’.
The Police also warns in the document of «the probability that the large labor confederations, unions, peasant patrols, after having organized and coordinated, will materialize their protest measures and actions of force».
They also detected the danger of the protests, which could «provoke confrontations seeking the reaction of police personnel to victimize themselves before public opinion».
