
The Peruvian government has decreed a «compulsory social immobilization» between 6 p.m. and 4 a.m. for five days in the province of Huamanga, department of Ayacucho, in response to the protests following the ouster of President Pedro Castillo, which have already claimed some twenty deaths.
The Supreme Decree published in an extraordinary edition of the official newspaper ‘El Peruano’ imposes mandatory social immobilization in their homes for all people in Huamanga, reports the Peruvian news agency Andina.
Residence may only be abandoned for the acquisition, production or supply of food or in the case of strictly necessary personnel involved in the provision of health services, medicines, continuity of water services, sanitation, agriculture, fishing and aquaculture, transportation, surveillance and security, shipping, restaurants and hotels, assistance, financial services, electric power, gas, telecommunications and related activities, fuels, cleaning and solid waste collection, funeral services and related activities.
The personnel of the written press, radio or television may also circulate as long as they carry their personal work pass, journalistic credentials and national identity card. The authorization is also extended to mobile units used for the performance of their duties.
Likewise, it is allowed to travel with a private or pedestrian vehicle for those persons who require urgent or emergency medical attention due to serious risk to their life or health, as well as for the purchase of medicines.
The legal text includes police reports on «acts of violence and vandalism against public and private institutions», as well as «aggressions against the personal integrity of citizens and authorities».
The declaration of the curfew is in turn supported by Supreme Decree 143-2022-PCM by which a state of emergency was declared nationwide for a period of 30 days during which the National Police maintains control of internal order with the support of the Armed Forces.
At least four of the nine dead in the clashes that took place last Thursday in Ayacucho have been buried this Saturday. Health authorities transferred to Lima seven people injured and affected during the outbreak of violence in that locality.
