
Brazil’s Federal Supreme Court (TSF) has endorsed the intervention of federal authorities in the Federal District of Brasilia to respond to the storming of the headquarters of the three branches of government by supporters of former President Jair Bolsonaro calling for a coup d’état.
The TSF has justified this intervention by the invasion of the headquarters of the Supreme itself, thus bypassing the competences of the governor of Brasilia, Ibaneis Rocha, reports O Globo television.
Article 36 Section I of the Constitution provides for the TSF to request federal intervention in case of hypotheses of Section IV of Article 34 of the Constitution to «guarantee the free exercise of any of the Powers of the Units of the Federation».
In this case, it is the President of the Republic who is in charge of choosing the person who will assume the functions of Governor on a provisional basis and for the duration of the intervention.
The Brazilian press has already pointed to the executive secretary of the Ministry of Justice, Ricardo Cappelli, as the person who will occupy the position of federal comptroller in the Federal District of Brasilia.
Cappelli is a journalist and a specialist in public administration. He has already held several positions in ministries such as Sports and in the governments of Rio de Janeiro and Maranhao or the prefecture of Nova Iguaçu.
